There's a clue in so much as it has a wartime theme, the photo being taken in 1918 but they're not cannonballs.
They were items taken from captured prisoners...
Yep - it's a pile of those WW1 German helmets with the spikes on top.
There are some good clues in there... almost definitely Irish but not sure where - will have a stab at Belfast?

I doubt it's Ireland, north or south, as the format of the car registration plates is wrong. There are quite a few of these Chinese arches around as most big cities have a Chinatown these days. I'll try Liverpool as I know there's one there.
And I'm wrong - blew up the photo enough to make out most of the letters in the "Tyneside Irish Centre" sign on the right.
